Nandi County Governor having a meeting with officials from Food and Agricultural Organization(FAO) and Livestock PS Dr. Andrew Tuimur.The Governor highlighted that Land is Nandi County’s major resource and the County Government welcomes FAO’s support in digitizing the lands registry in the County.
The governor was glad to participate in this year’s Ndalat Gaa cross country championships. As the Source of Champions, the County Government of Nandi is investing hugely in sports. ‘The establishment of a residential sports training academy is our priority because we want to nurture and develop talents’ the Governor said.
Nandi County Governor Stephen Sang has nominated ten people to serve as county executive committee members in his cabinet
Those named on Friday include Alfred Lagat (Finance and Economic Planning), Elly Kurgat (Sports and Youth Affairs), Ruth Koech (Health and Sanitation), Hillary Koech (Transport and Infrastructure) and Jacob Tanui (Lands, Environment and Natural Resources).
Governor Sang also nominated Valentine Chumo, who contested for the Nandi Women Rep seat for the committee of Tourism, Culture and Social Welfare.
“Pursuant to article 179(2) (b) of the Kenyan constitution 2010 and Section 30(2) (d) and 35 of the County Government Act, I hereby forward the following nominees for the positions of the County Executive Committee members for statutory vetting,”read part of the letter to the County Assembly.
Mrs. Teresa Morogo, who has been serving as the County Deputy Human Resource Manager was also nominated Administration, Public Service and E-government CEC. Other nominees are Dr. Benard Lagat (Trade, Investment and Industrialization), Stanley Baliach (Education) and Wilson Kibor (Agriculture and Co-operative development).
In the nominations Governor Sang seems to have kept his word to ensure youth and women get a lion’s share of the appointments in his government.
Not a single CEC member under former Governor Cleophas Lagat was considered in the new appointments that are awaiting the county assembly’s approval.
All the 10 nominees will likely be approved with ease by the assembly owing to support that Governor Sang enjoys from the MCAs in the current House.
Nandi Nurses call off their 3-month strike after talks with Governor Sang Nurses in Nandi County have called off their three-month long strike after successful return-to-work talks with the county government. This follows a closed door meeting chaired by the County Governor Stephen Sang at the county headquarters, where he urged nurses to resume work as from Wednesday 19th September. The meeting between the nurses and the county government had been convened by the county boss in bid to seek an amicable solution to issues raised by Nurses, which include delayed promotions and salary arrears. Governor Sang assured the nurses that they will receive their promotion letters before the end of the week, and clarified that all nurses will climb a scale up from their current status in terms of salaries and allowances. He also assured the nurses that they will receive all their withheld salaries and allowances, covering the months that they have been on strike. “I want to give you my word that after you resume work tomorrow none of you will be victimized,” added Sang.

Ladies and Gentlemen,
It gives me great honour to give my maiden address to this honourable house as we officially open our county assembly. I congratulate you all for being part of this historic moment.
Mr Speaker sir, I first wish to congratulate the honorable members of this house for their election to the second County Assembly of Nandi. Your election reflected the huge trust the people of Nandi have in your leadership capabilities.
In particular, I wish to thank the people of Nandi for electing 6 women as MCAs down from none in the last county assembly.
Nandi county now prides itself as having elected the youngest female MCA, youngest Senator, youngest Governor and now recently the youngest Speaker of this Assembly. This is clear testimony of our people’s strong believe in the capacity of our youth.
From my part, I want to be remembered not just as the youngest Governor but has having lead a team that transformed our county for the good of our generation and those to come. The Nandi people have entrusted in us collectively the responsibility of midwifing our county’s transformation. I invite you to partner with us in this transformational agenda.
Mr Speaker sir,
The devolved government ushered in through the Promulgation of The Constitution of Kenya 2010, is primarily geared towards involving the people in governance and allowing for better supervision and implementaion of policies at the grass root level.
Its overarching goal is to ensure services are brought closer to the ‘Mwananchi’. This was also meant to end bad governance and marginalization. Devolution brought back the hopes of many local communities who saw it as an opportunity to transform their lives at the grassroots.
Mr Speaker sir,
I wish to appreciate the outgoing County Assembly Members for the service they rendered to our county. We thank them and wish them well in their future endevours. However, we still have a huge task ahead in order to meet our people’s expectations.
I took the Governor’s Oath of Office and swore to faithfully and impartially serve the people of Nandi. Under my watch, I shall ensure that the true spirit of devolution which is to give the people power to identify local priorities and invest in projects that will transform their lives is realized.
Mr Speaker sir,
My manifesto had a number of priority areas, which i intend to focus on.
Under the Health sector.
My vision is to prioritize provision of medical care in all our health facilities. I pledge to turn around the health sector so that every person living in Nandi County, starting with myself the Governor, will have no reason to seek medical care outside the county.
We will ensure all our health facilities have the requisite medical supplies. The perenial shortage of drugs and medical supplies in our county shall be a thing of the past. I am happy to report that when I assumed office last month, our county had gone without medical supplies for seven months.
Today, our health facilities from the Kapsabet County Referal Hospital down to all our dispensaries across the county have adequate medical supplies. I now ask you as the people’s representatives to help us ensure that the health facilities utilize the supplies prudently.
Our government will also identify and develop a health centre of excellence in every ward. This will ensure that all the required medical facilities are availed.
Mr. Speaker sir,
Our health facilities suffer from inadequate personell especially the nurses. The current strike by the nurses union has been declared illegal by the courts.
In other counties, nurses are back to work. The Council of Governors gave a notice to all striking nurses to return to work by 8th September, 2017 failure to which counties would have no other option but to dismiss them summarily for desertion of duty as their strike is not protected.
We are in the process of compiling data in order to establish how many nurses are back at work and will proceed forthwith to engage nurses on contract basis to replace those who deserted duty. We ask the house, in particular the health committee once formed, to help in dealing with this crisis.
Our government will also run a massive program to enrole our residents into National Hospital Insurance Fund (NHIF). This will save our citizens alot of cash that is currently spent in paying medical bills and this amount will be directed to other development priorities.
We are also developing a county health bill to be tabled before this house; the bill seeks to comprehensively provide a legal framework for the management of the health sector in our county. I ask the assembly to prioritise this bill once tabled in the house.
Mr Speaker Sir,
Agriculture is one of our key economic activities as a county. Our government will focus on promotion of value addition of our agricultural produce and invest more resources in agri-business so that agriculture becomes a competitive venture that even our youth can invest in and create wealth.
To achieve this we shall undertake the following;

Under the Sports Department, our county prides itself as A Source of Champions. Our government will undertake the following so as to realize our full sports potential.
The County Executive will be presenting a County Sports and Management Bill in order to provide the enabling legal infrustructure to nature and support sports in the county.

In the roads sector, our government will do everything to ensure our road network is improved. To achieve this, we will undertake the following;

The state of unemployentment among the youth in our county is a time bomb. This must be radically addressed through a number of initiatives. Our government shall;

In education, the County Government will work closely with the County Education Board(CEB) to carry out the relevant reforms in the education sector. This partnership with CEB is crucial because matters education cut across the two levels of government. In particular our county shall do the following;

Our government is commited towards providing clean, safe and adequate water to our residents. To achieve this, we will undertake the following;

We cannot succeed on our own. I am inviting investors to work with us in agro-processing, setting up of industrial parks that will create jobs for our young people. We welcome business partners who will put up innovation hubs and mentor our young entrepreneurs.
To midwife and develop these investment opportunities in our county, I will be unveiling Nandi County Investments Board in the next two weeks. We will also sponsor the Nandi County Investments Promotions Bill before the county assembly. This will provide a legal framework to anchor all these investment initiatives.
Mr Speaker Sir and Honourable Members,
The law provides that the County Intergrated Development Plan(CIDP) shall be developed every five years. This is such an important document that will outline our development agenda for the next five years. We have initiated the process and roadmap towards a new CIDP.
I urge all of us to actively participate in this process at the community level, much earlier before it comes to the county assembly for consideration and approval. I propose that the relevant committtee of this house once formed will work with us closely through the entire process.
Mr Speaker Sir and Honourable Members,
The assembly will play its other key role of vetting and approving appointments of key oficers into the County Executive and other organs of our government. I call upon this house to carry out this responsibility with great commitment and diligence. This will ensure we have suitable and competent people to help us implement our transformation agenda in the county.
The assembly also undertakes oversight over the County Executive. I call upon this house to carry out its oversight role with objectivity, commitment and zeal so as to ensure the public have value for their cash. Under my administration, every coin must count.

Since my coming into office, I have made a number of changes to address the challenges facing our county. They include the following;
In conclusion,
Mr Speaker and Honourable Members, 15 million Kenyans went to the polls on 8th August 2017 in what has been described by many including international observers as the most peaceful, transparent and fair elections in our country’s history. It is through this election that you and myself were elected into our current positions.
It is unfortunate that the Supreme Court took a position that amounted to defeating the will of the 15 Million Kenyan voters on account of minor clerical mistakes by IEBC staff. Whereas we dont agree with this decision that has attempted to rewrite democratic principles upon which our constitution is founded, we will respect the rulling. I therefore, urge all of us who have been elected to hit the campaign trail and get the Jubilee government back to power.
Let us all mobilize our voters to come out in large numbers on the 17th October 2017 for the Repeat of Presidential election and vote in H.E. Hon. Uhuru Kenyatta and H.E. Hon. William Ruto. This will reaffirm our commitment to democracy and that indeed it is the Kenyan voter who is Supreme.
Finally, today marks a new dawn for our county Assembly. Nandi is witnessing rebirth of itself. We have started moving in the right direction. My campaign commitment was ‘Tuga Tai’ and I am determined to lead from the front. I ask the people of Nandi to join us in this journey with renewed vigour and commitment. Let us transform our county together.

Nandi Governor Stephen Sang on Thursday addressed traders at Kapsabet town market and bus station and urged matatu traders to pay taxes so as to enable his administration improve service delivery to the residents.
Matatu operators which brings together six SACCOS operating in Kapsabet main bus station and other bus stations across the county had retorted a mandatory payment of taxes since December 2016 resulting in lose millions of shillings in revenue.
The non-payment of tax was due to disputes with the previous county government for failure to initiate and complete some development projects that sought to improve the business environment for the traders and make businesses thrive.
Kapsabet matatu operator association chairman Eliky Mutai commended the county boss for acting swiftly to initiate changes in the finance department of the county which he said had caused a severe suffering to the business people in the county.
Governor Sang promised to crack the whip on rogue contractors who do shoddy works adding that his administration will revise all revenue fees through legislation at the county assembly to ensure that the cost of doing business in the county is friendly.
The traders expressed goodwill to Sang’s administration urging the county boss to prioritize renovation and improvement of all amenities in the town so as to give the town a fresh breath of life.

Nandi County Governor Stephen Sang has appointed next week,Thursday 7th of September 2017, as the first sitting of the Nandi County Assembly.
The legal notice was published on Tuesday just hours after Independent Electoral and Boundaries Commission(IEBC) gazetted the list of nominated MCAs.
“Pursuant to Standing Order No.3(1) and 27 0f the Nandi County Assembly Standing Orders, it is notified for the information of the Members of County Assembly and the general public that I, Stephen Kipyego Sang, the Governor of Nandi County, appoint the first sitting of the Second County Assembly shall be held at the Nandi County Assembly Chambers on Thursday 7th, September 2017 at 9 a.m,”read the legal notice.
This is in accordance with the constitution which allows the Governor to gazette the date when the assembly will hold its first sitting.
The administration of oath to the members of county assembly shall done following the alphabetical oder.
Immediately after their swearing in the MCAs will proceed to elect the Assemby Speaker. The the voting for the speaker will conducted by 30 elected MCAs and the 9 nominated members.
H.E the Governor Hon.Stephen Sang has suspended the Chief Officer in charge of finance and economic planning Mr. Henry Koech Maritim. Mr. Koech has also been suspended as the County Budget Officer with effect from Friday 25th August 2017.
H.E Sang appointed the Chief Officer in charge of Devolution and Special Programmes Julius Koech to take over the Finance docket in acting capacity while Ms. Prisca Chepchirchir will take over as the new County Budget Officer also in acting capacity.
In the changes made, H.E the Governor also suspended the Principal Finance Officer Mr. Emanuel Wanjala and appointed Ms. Joyce Jepkoech Rotich to replace him in acting capacity.
The Head of Supply Chain Management Mr. Meshack Tankoi has also been suspended and his place taken by Mr. Wilson Kipchirchir Yebei in acting capacity.
The County boss said the changes are aimed at facilitating a special audit into the Financial status of the county government.
“Consequently the County Government of Nandi has requested the Office of the Auditor General to carry out an urgent Special Audit whose findings shall be made public,”added H.E the Governor.
Nandi Governor Stephen has suspended senior county officers in the department of health and sanitation.
H.E the Governor Sang suspended the County Executive Committee Member in Charge of Health, Mathew Rotich together with his Chief Officer(CO), Dr. Edward Serem.
The acting County Director of Health Dr. Daniel Kemboi was also suspended, the county boss noted that this is to pave way for investigations into the alleged loss of revenue collected by the Health department.
H.E the Governor Sang instructed the county internal audit to carry out a detailed report on revenue collected in the last four years.
In the radical changes made in the health sector which has been ailing, the county boss also dissolved the County Health Management Board and Health Management Committees.
All the sub county hospital committees which were constituted through Gazette Notice No. 4545 have also been dissolved.
During his inauguration, H.E Sang had stated that he will prioritize provision of medical services in all the county health facilities.
“I pledge to turn around the health sector so that every resident of Nandi County will have no reason to seek medical attention outside the county,”said Sang.
History was written yesterday in Nandi County with the Swearing-in of the youngest Governor in the history of devolved units in Kenya. Speakers remarked that H.E the Governor of Nandi County Hon Stephen K. Sang was even the youngest Governor the world over.
Thousands thronged the Kapsabet Showground to witness the inauguration of the 34-year young Governor H.E Stephen Sang who is the immediate Senator for Nandi County.
Speaking during the event, H.E the Governor promised sweeping changes in his administration with accountability being the hallmark of his strategic plan.
He promised prudent utilization of public resources under his administration and warned corruption cartels that they will not be tolerated in the county.
“I will not tolerate any corrupt practices at whatever level, I am sounding a clear warning to corruption cartels in the county that they have no place in Nandi,” he warned.
H.E the Governor Stephen K. Sang said that his administration will undertake a staff count exercise to weed out ghost workers in the county payroll and swore to protect and defend law abiding county employees.
He added that the county shall invite the Ethics and Anti Corruption Commission (EACC) to carry out lifestyle audit for some staff members in specific departments as may be identified.
“Anyone found culpable will be dealt with in accordance with the law,” he said.
Governor Sang promised to prioritize provision of medical care in all health facilities in the county and directed that county employees including himself seek medical services from county health facilities.
“I pledge to turn around the health sector so that every resident of Nandi County will have no reason to seek medical attention outside the county,” he said.
“I therefore direct that moving forward all county employees starting from myself will be seeking medical services from our own county health facilities,” he added.
Outgoing Governor H.E Dr. Cleophas Lagat who handed over the instruments of power pledged his support for his successor.
“I conceded defeat for the sake of peace in this county,” he said.
Sang was sworn-in alongside his deputy Dr Yulita Cheruiyot in a ceremony that was witnessed by a host of leaders who reminded the Governor of the huge task ahead.
“We have been elected by the people and this seats we have been given because people need change,” Bomet Governor-elect Joyce Laboso said.
