County government of Nandi Department of Sports, Youth Affairs and Arts has been on the forefront in embracing persons living with disabilities through organizing Sports activities involving persons living with disabilities,events such as Paralympics,deafalympics,deaf volleyball this event has seen many people living with disabilities come out in large numbers to nature their talents.In the recent organized sports activities by the Sports ,Youth Affairs and Arts more than 100 participants participated the event aimed at bringing them closer making them feel part and parcel of our community,county and the country at large the event took place at showgrounds in Kapsabet Nandi County,champions got awarded with trophies and were so happy feeling appreciated,they also urged the county government to be organizing such events and many more that would also see them improve their living standards and it is through such events that talents are realised,champions are made and heroes recognized.As we all know diasabiliy is not inability !

FORD FOUNDATION TRAIN NANDI YOUTH ON PUBLIC EXPENDITURE TRACKING SURVEYS

Public Expenditure Tracking Surveys (PETS) have a proven track record of identifying leakages in the flow of public resources and catalyzing improvements in financial management and utilization.

In a bid to develop PETS capacity among the youths in Nandi and to scale up their research efforts, the county government of Nandi through the department of Sports, Youth affairs and Arts in partnership with Ford Foundation is undertaking a two days PETS training.

The training is meant to amplify the voice of the youths and user-citizens by giving them an empirical tool to demand, on behalf of end-users, improvements in governance, management, and delivery of services, at least from the standpoint of resource provision and the reduction of financial waste.

One way of improving service delivery, by keeping both governments and service providers accountable, is through the monitoring of budgets and efficiencies in public spending.

PETS, when used, offer an opportunity to carefully monitor specific programs or public spending in targeted regions. This brand of accountability strengthens the voice of citizens and focuses the discussion on problems that may be micro-level in nature, or specific to a particular region of a county.

Public Expenditure Tracking Surveys are tools in a methodology used to track the flow of public resources (including human, financial, or in kind) from the highest levels of government to frontline service providers. PETS first identify a research objective, and then employ an extensive mapping exercise in order to understand the flow of funds through the different levels of government. Once the resource flows are mapped, budget data are collected and analyzed, and often complemented with a facilities survey and qualitative research.

PETS – derived lessons can help the youth build credibility through knowledge-based constructive engagement with governments and seek feasible changes on the local level.

The training is being undertaken by Ford Foundation in the three youth-led and women-led counties in Kenya: – Nandi, Kirinyaga, Kitui, Bomet. Nandi elected the youngest governor in the country.

NANDI COUNTY HOSTS THE KVF PLAY-OFFS

Nandi County is hosting the Kenya Volleyball Federation (KVF) play-offs in preparation for the National Championships to be held at Moi International Sport Centre, Kasarani from November 22 to 24, 2019.

The play-offs that are taking place from October 24 to 27, at the Kapsabet Showground has attracted elite teams including champions General Service Unit (GSU), Kenya Prisons, Kenya Ports Authority (KPA), Kenya Defense Forces (KDF) , Equity Bank, Kenya Commercial bank (KCB), among others.

The top four teams in each gender will proceed to the play offs set for November.

NANDI COUNTY’S ELIUD KIPCHOGE MAKES HISTORY AS HE SHATTERS TWO-HOUR MARATHON BARRIER IN VIENNA BY 20 SECONDS

Eliud Kipchoge has made history by becoming the first person to run a gruelling marathon in under two hours.

The Kenyan from Nandi County, “The Source of Champions” ran in a once-inconceivable time 1:59:40 to complete the 26.2 mile distance in the fastest time in history.

He ran at 13mph and a 1km pace of two-minute 50 seconds – the average speed of traffic in central London is 7mph.

In becoming the first person to cover the marathon distance in less than two hours, Kipchoge, 34, achieved a sports milestone granted almost mythical status in the running world, breaking through a temporal barrier that many would have deemed untouchable only a few years ago.

“It’s taken 65 years for a human being to make history in sport – after Ronnie Bannister made history in 1954. I have tried and I got it,” said Kipchoge.

“I am the happiest man to run under two hours to inspire people, to tell people that no human being is limited. You can do it. I expect more athletes in the world to run under two hours after today,” he added.

Kipchoge praised all those who supported him through the race, and also his family, who were in the crowd to watch on as Kipchoge broke the two hour mark.

“They (my wife and kids) have given me so much support, I’m happy they came here to witness history,” Kipchoge said at the finish.

“The positivity of sport, I want it to be a clean and interesting sport, wake up early in the morning and run.

“It can be good for all.”

On the sidelines of the Ineos 1:59 Challenge, Nandi Governor Stephen Sang met with Dr. Michael Ludwig, the Mayor and Governor of Vienna. They agreed to build a strong network and partnership for the mutual benefit of both counties.

WORLD VISION HOLDS A 3 DAY NANDI COUNTY TECHNICAL WORKING GROUP INCEPTION WORKSHOP

World vision advocates for youth involvement in governance and budget making in government, both national and county level. Nandi being a youth-led county having elected the youngest governor in Kenya has made strides in incorporating the youth in decision making. Recently Nandi held public participation forums in every ward that sought to get the views of the residents on the budget and made their contributions.

The department of sports and Youth affairs in collaboration with the World Vision Kenya roots for youth involvement. A technical Working Group has been established which will coordinate the implementation of county programs, inform the planning, budgeting and decision making processes, priority setting anchored in public participation and taking leadership in coordinating, monitoring and influencing the Youth programs within the county. This will ensure targeted programmes meets the needs of all the youth. It will also ensure meaningful resource allocation and utilisation by counties and increased accountability and implementation.

The County Youth Technical Working Group (CTWG) appreciates the strength, resources and influence that each stakeholder has on leveraging on the power of partnership in addressing youth issues in a more coordinated way. Further, the group provides a great opportunity for various state and non-state actors working on matters youth within Nandi County to review and analyse the status of the Youth in planning, programming, budgeting and policy with the aim of making and influencing key decisions affecting youth.

EMBRACING SOCIAL ACCOUNTABILITY FOR EFFECTIVE SERVICE DELIVERY IN NANDI

The County Government of Nandi recognizes that public participation strengthens and legitimizes county decisions, actions and development interventions, and that it is an important element of good governance and the foundation for a true democracy.

Prior to the promulgation of the 2010 Constitution of Kenya, public service delivery was solely the responsibility of the national government, but this centralized system was found to be non-inclusive. To enhance efficiency and effectiveness of public service delivery, the Constitution has placed public participation at the core of devolved governance system by recognizing the right of local communities to manage their own affairs in furthering their social, political and economic development. With citizens participating in the devolved governance process, policy makers at the county level make responsive policies. In this regard, social accountability has become key in ensuring that county governments deliver on their responsibility as stipulated in Schedule IV of the Constitution.

In promoting social accountability, Article 174 of the Constitution advocates for active engagement of the citizens, communities and other non-state actors in county governance processes. Further, Article 10 identifies public participation as one of the national values and principles of governance. The legislature and executive at both national and county governments are required to engage individuals, governmental and non-governmental groups in policy making, monitoring and implementation.

Young people’s participation in budget making process has however been so minimal. This is attributed to the fact that most young people are not aware of the process and they do not know the constitutionally provided avenues to engage. The few young people who have had an opportunity to participate in this process do not participate meaningfully.

Systems of checks and balances built into government structures forms the core of good governance and have helped empower citizens.

Sound public sector management and government spending helpdetermine the course of economic development and social equity,especially for the poor and other disadvantaged groups, such as women and the youth.

The Council of Governors (CoG) in partnership with Ford Foundation held a two day Social Accountability/Audit Training for selected youth and County Staff.

The training workshop was conducted to convey to the youth and county staff knowledge on identifying and engaging stakeholders, social audit concept stages involved in social audit, understanding and engaging with the budget making process and social audit.

Speaking at the close of the training workshop, Council of Governors CEO Jacqueline Mogeni said that CoG and Ford Foundation organized the training workshop to build the capacity of young people to engage with decision makers in youth and women led counties of Nandi, Kitui, Kirinyaga and Bomet.

Various legislations provide for establishment of structures, mechanisms and guidelines for citizen participation at County Government level. These include: the Public Participation Act 2016 that seeks to enhance, promote and facilitate public participation in governance processes, the Public Finance Act 2012, and the County Government Act 2012. In 2015, the Ministry of Devolution and Planning in collaboration with other stakeholders developed County Public Participation Guidelines to ensure that structured citizen participation processes for county governance are established.

YOUTH URGED TO PARTICIPATE ACTIVELY IN THE DECISION MAKING PROCESS TO FOSTER GOOD GOVERNANCE

The County Government of Nandi is enhancing citizen participation in decision making in public forums.

The primary objective of devolution is to enhance service delivery to the people through citizen participation. This is also meant to improve government responsiveness to local needs and accountability for public spending.

Speaking during a public participation forum on the County Annual Development Plan (CADP) held at the St. Peters Catholic Church, Kapsabet Ward in Emgwen Sub County, Youth, Sports and Arts CEC Elly Kurgat said that the youth are critical in bringing about social and political transformation not only in Nandi but also globally.

He challenged the youth to actively take part in deliberating public issues.

According to the CEC, the youth are the most energetic and informed group hence the need for them to explicitly participate in all governance programmes.

“The youth must have the ability to analyse situational issues to come up with logical and critical contributions,” he said.

“Let us adopt the blank sheet strategy where we engage with communities in creating better living environments. This move will promote inclusivity and stir up innovation and participation of youth,” he said.

Kurgat also urged the youths to be their brother’s keeper by ensuring that they empower and uplift each other.

Also present at the event were the Kapsabet Ward Administrator and other senior county officials.

NANDI COUNTY DOMINATES ATHLETIC GAMES IN KICOSCA 2019

The County government of Nandi confirmed that it is truly the source of Champions in the world of Athletics as Kenya Inter County Sports Association came to an end in Kericho County.

Nandi fielded athletes in the 3000m steeplechase, 100m,5000m, 10000m,4×100m and 110m hurdles races and performed well.

As expected, athletes from Nandi ruled the 3000M steeplechase with Daniel Cheruiyot from Nandi County lead from gun to tape closely followed by Uasin Gishu’s Kelvin Rotich. Nandi then took the third, fourth and fifth positions.

Other categories Nandi performed well included 400m hurdles men where Julius Rotich was first, 4×100 m ladies which the team from Nandi pulled a surprise win as Lillian Chepkasi came second in the 5000m.

In 10000m men Nandi came fourth and fifth, Kenneth Yegon and Gilbert Kipkogei.

Nandi’s exemplary performance enabled them become the second overall best in athletics. This is however a drop compared to last year’s performance in Kisii. The second best in athletics will be proceeding to the East African Sports and Cultural Association EASCA to be held in Kampala Uganda early in December.

The 2019 KICCOSCA games was officially closed by Kericho governor Prof Paul CHEPKWONY who was happy to have hosted the many counties participating and urged the spirit of cohesion and building bridges beyond tribal affiliations

TRIUMPHANT NANDI GOLFERS WINS THE 2019 KICOSCA GOLF COMPETITION

Nandi County Golf Team has won the 2019 Golf Competitions held in Kericho County beating Golfers from other Counties that fielded players in the Annual Inter County Competitions.

The Team Consisted of seven Golfers who played the stroke-play completion where the best four players counted in favour of their teams scored an accumulative scores of 137 Stable-ford points against first runners up Nyamira’s 124 stable-ford points.

The formidable Nandi Team under the Captaincy of Nandi Bears Club Golf Captain Simon Chepkwony who was playing Handicap 12, Former Nandi Bears Captain Collins Kebenei (11), Cornelius Kipkoech (20) Kennedy Kogo(20), Peter Terer (14), Samson Kirwa( 20) and David Sum (17).

According to KICOSCA organizers, the Team has been selected to represent Kenyan Counties in East African inter County Competitions in Kampala Uganda in October 2019. #KICOSCA2019 #SourceOfChampions

NANDI FOOTBALL TEAM BEAT KISUMU TO TAKE A COMMANDING LEAD IN THEIR GROUP

Nandi County men football team on Wednesday morning hammered their neighbors Kisumu County 3 goals to nil to move to the top of group C in the ongoing KICOSCA games underway in Kericho County.

Japhet Kipkogei gave Nandi the lead after finding the net from a close range minutes after the interchange break before Alex Kimutai doubled the lead in the 60th Minute.

Japhet scored a brace on the 65th minute to seal a 3 nil victory for the source of Champions in a match played at Kimugu primary school grounds.

Nandi sits at the top table ahead of Homa Bay, Kisumu and Kitui Counties with one more preliminary fixture to go.
