RESIDENTS AND STAKEHOLDERS ATTEND PUBLIC PARTICIPATION EXERCISE TO FORMULATE THE NANDI COUNTY FISCAL STRATEGY PAPER (CFSP) 2025

Nandi County took a significant step toward inclusive governance and participatory budgeting as residents and stakeholders gathered at the Eliud Kipchoge Sports Complex for a public participation exercise aimed at formulating the Nandi County Fiscal Strategy Paper (CFSP) 2025. The event, held at the Eliud Kipchoge Sports Complex, provided a platform for community members, civil society organizations, business leaders, and other stakeholders to contribute their ideas and priorities to the county’s planning and budgeting process for the upcoming fiscal year.

The CFSP is a critical document that outlines the county’s financial plans, revenue-raising strategies, and expenditure priorities for the fiscal year. It serves as a blueprint for resource allocation, ensuring that development projects and public services align with the needs and aspirations of the people. By involving residents and stakeholders in its formulation, Nandi County aims to foster transparency, accountability, and inclusivity in its governance processes.

The public participation exercise was officially opened by Hon Hillary Serem, the County Executive Committee Member for Finance, who emphasized the importance of community involvement in shaping the county’s development agenda. “This is your opportunity to tell us what matters most to you. Your input will guide us in making informed decisions that reflect the needs of our people,” stated Serem.

During the event, participants were divided into thematic groups to discuss key sectors such as health, education, agriculture, infrastructure, water, and youth empowerment. Each group was tasked with identifying priority areas and proposing actionable recommendations for inclusion in the CFSP 2025. The discussions were lively and productive, with residents highlighting challenges such as inadequate healthcare facilities, poor road networks, and limited access to clean water, while also proposing solutions to address these issues.

Stakeholders, including representatives from the private sector, civil society organizations and non-governmental organizations, also shared their perspectives on how the county could enhance revenue collection, promote economic growth, and improve service delivery. Their contributions underscored the importance of partnerships and innovation in achieving sustainable development.

The event also featured presentations by county officials, who provided an overview of the county’s financial performance in the previous fiscal year and outlined the key priorities for 2025. These presentations helped participants understand the context and constraints within which the county operates, enabling them to make more informed contributions.

One of the attendees, Mr Lang’at, a local farmer from Tinderet Sub County, expressed appreciation for the opportunity to participate in the process. “This is the first time I have been involved in such a meeting. I am happy that the county government is listening to us and giving us a chance to voice our concerns,” he said.

The public participation exercise concluded with a plenary session, where the recommendations from the thematic groups were consolidated and presented to the county leadership. The county officials pledged to incorporate the input into the final CFSP 2025 document, ensuring that it reflects the collective aspirations of Nandi County residents.

The event at the Eliud Kipchoge Sports Complex marked a milestone in Nandi County’s commitment to participatory governance. By engaging residents and stakeholders in the formulation of the CFSP 2025, the county has demonstrated its dedication to inclusive development and people-centered planning. The event is scheduled to take place on Friday, 21st February 2025, starting at 9:00 AM at the Eliud Kipchoge Sports Complex. This is an opportunity for stakeholders and community members to contribute to the planning and budgeting process for the county’s fiscal year.

FINANCE DEPARTMENT HOLDS A MEETING WITH WARD PROJECTS IDENTIFICATION AND IMPLEMENTATION COMMITTEES IN A BID TO SPUR DEVELOPMENT IN ALL 30 WARDS

The Ward Development Program (WDP) is a Capital development Programme which ensures that a specific portion of the County annual budget is devoted to the Wards for purposes of development and in particular the fight against poverty and improving the lives of Nandi residents in the 30 wards.

Ward Project identification committee aims to coordinate the identification of ward development projects in their respective wards through public participation.

Today, the department of Finance had a consultative meeting with the Chairpersons of Ward Projects Identification and Implementation Committee (WPIIC) over the implemetation of the 2024/2025 Development Budget. The meeting vented into issues that have delayed the budget implementation including the delay in approval of the Division of Revenue Act following the failure of the Finance Bill 2024.

The team noted that it will be critical to fast track the Supplementary budget approval process to accomodate the reduced shareable revenues to the counties to pave way for the implementation of the budget.

Speaking during the meeting, the CEC Member for Finance and Economic Planning Hon Hillary Serem said, “The County’s Finance and Economic planning department will walk with the WPIIC team to ensure that they have an in-depth understanding of the planning and budgeting process as guided by different legislation.

On her part the Chief Officer for Finance and Economic Planning CPA Priscah Muigei said that “We would like WPIIC to focus on priorities programs/projects geared towards the realization of creating: A County of Hope, and Opportunities for all. WDP is critical to realizing Governor Sang’s priority capital projects in order for Nandi County to work.”

Other matters handled included the ongoing road works, the works that require little resources to operationalize as well as the need for regular quarterly meetings for the committees. This new frontier has been occassioned by the Nandi County Equitable Development Act of 2023 approved by the County Assembly and assented into by the Governor. In this new model every ward is allocated resources based on an agreed formula. Its expected to enhance equity as well as public engaging in prioritisation of projects.

NANDI COUNTY’S OWN SOURCE REVENUE ROSE BY MORE THAN 200 MILLION

Nandi County Own Source revenue grew by 12.5 percent from Sh356.1 million collected during the FY 2022-2023 to Sh600.2 million collected in the FY 2023-2024.

The performance is attributed to enhanced compliance levels occassioned by robust engagement with stakeholders as well as enhanced revenue administration supported by the automation of process through revenue collection system.

HOLDS PUBLIC PARTICIPATION FORUM ON BUDGET-MAKING 

The County Department of Finance and Economic Planning officials held a public participation forum to gather input from residents of Aldai Sub County for the budget estimates for financial year 2024-2025.

The public and stakeholders were required to identify social and developmental challenges they encounter within the sub county and suggest locally-based solutions that would be prioritised for resource allocation during the national government budgetary process.

In a forum that was held at Kobujoi town, residents were invited to a public fora to deliberate and give their views and submit their memorandum regarding the development projects for consideration in the county financial year 2024-2025.

THIRD-GENERATION CIDP (2023-2027) AND ADP (2023-2024) PUBLIC PARTICIPATION EXERCISE KICKS OFF IN NANDI COUNTY

Public participation on the Third Generation County Integrated Development Plan (CIDP 2023-2027) & Annual Development Plan (ADP 2023-2024) for Nandi County commenced on Wednesday in Tindiret and Aldai Sub Counties.
The Three-Day exercise is being led by the Deputy Governor, County Executive Committee Members, Members of the County Assembly, Directors, and staff members from Finance & Economic planning in collecting views that will aid in the preparation of the CIDP. Once developed, the document will provide a clear roadmap for the formulation of strategic objectives and specific goals for the County Government of Nandi.
Speaking in one of the sessions today, the CECM for Agriculture and Cooperative Development Dr. Kiplimo Araap Lagat noted that the forums are a perfect platform for Nandi County residents’ views & opinions to be taken and incorporated into the Government’s five-year PLAN on #ContinuedTransfomation.
Dr. Lagat appreciated Kaptumo Kaboi residents who turned up in good numbers to present and air their views on how the county, and its strategic partners, should prioritize development projects and programmes. On her part, the Head of Budget and Economic
Planning Madam Prisca Muigei called up more county residents to take part in this crucial process and ensure all efforts work to directly transform livelihoods in Nandi County.

GOVERNOR SANG APPOINTS TASKFORCE ON MULTINATIONAL TEA COMPANIES 

Nandi Governor has appointed members of a Taskforce to conduct an extensive review on Multinational Tea Companies engagement in Tea Sub-sector in Nandi County. The taskforce will develop a tripartite report that will provide a roadmap to facilitate sustainable solutions and coexistence between multinationals, communities and all stakeholders involved with the tea sub-sector across the County.

NYAMIRA COUNTY BENCHMARKS WITH NANDI ON REVENUE COLLECTION

A team of officials from the County Government of Nyamira visited Nandi for purposes of benchmarking in the areas of automation of revenue collection.

The Delegation was received by Japhet Tirop, Nandi County Head of Supply Chain Management.

Led by the CEC in charge of Finance, ICT and Economic Planning Emily Moraa Ongaga, Nyamira County top revenue officials visited the county to learn on the uniqueness in Revenue Management System.

In their visit, the Nyamira County Delegation sought to understand how the County Government of Nandi was excelling in the different areas of revenue collection within the Kapsabet Municipality and at the Kapsabet County Referral Hospital.

The team also visited the Nandi Call Center that is improving the Government-Citizen relationship and changing livelihoods of the people. Through the Call Center, the county is implementing open governance and empowering citizen participation.

The team lauded Nandi for the innovative use of the Management System, especially in healthcare. “The HMIS is a great way to track all happenings in health facilities, especially for planning and monitoring the flow of commodities. It is what we need for all the health facilities in the Country to monitor services and to keep our data”, said David, one of the team members.

The visiting team commended the people centered approach of conducting business in Kapsabet Municipality adding that the public sensitization campaign on tax payment is evidenced by the way people are tax complaint.

“This is a wonderful, we are taking home with us a back to work report on efficient interdepartmental linkages on revenue management that we should replicate,” said Emily.

The delegation lauded Nandi for its strong core values and transformation of the revenue sector through the implementation of strong technology which clearly relates with the modern digital world, promising to adopt such principles in Nyamira.

Apart from the automation of revenue collection, the restructuring of Nandi revenue staff is another factor which has seen the County revenue collection go up since Governor Stephen Sang took over the leadership in 2017.

MANAGEMENT OF DATA FOR OPEN GOVERNANCE

The County Government of Nandi, in the commitment to ensure participatory and transparent governance, continues to equip its county officers with the know-how on how to collate, validate, and manage the sectoral data that goes to their department data desk platform in the everyday management of the county’s service delivery and governance.

In partnership with the Open Governance Institute, the County officers in charge of planning, together with directors from the departments, on Wednesday, participated in an intensive workshop to be guided on methods of collection and interpretation of populated data for a successful understanding of accurate aspects of data within the workings of the administrative functions of the County.

Speaking during the event, Chief Executive Member Committee (CECM) Finance and Economic Planning, CPA Alfred Lagat, appreciated the capacity of the data desk, which provides for an accurate system to inform from historical data and identify gaps and structures that would be effective in implementation of programs going forward.

On his part, Chief Officer of Finance and Economic Planning, Mr. Felix Sambu, urged the team to prioritize the critical function of the data required of them in their responsibilities of maintaining the desk, through timely and accurate updates since it goes a long way in identifying county activities that are on the right track and if the interventions put in place aligns with the output anticipated.

DELIVERY of FY 2022/23 BUDGET TO THE COUNTY ASSEMBLY HIGHLIGHTING THE COUNTY BUDGET POLICY AND REVENUE RAISING MEASURES FOR NEXT FISCAL YEAR.

In fulfillment of the requirements of Section 130 (1) and (2) of the Public Finance Management Act, 2012 and Standing Order No. 216 of the County Assembly, the CECM for Finance & Economic Planning CPA Alfred Lagat on Wednesday delivered the highlights of FY 2022/23 Budget to the County Assembly highlighting THE COUNTY BUDGET POLICY AND REVENUE RAISING MEASURES FOR next FISCAL YEAR.

In his statement, the executive member reiterated the government’s commitment to implementing and completing priority programmes under the County Integrated Development Plan (CIDP 2018-2022) and the County Annual Development Plan (CADP 2021-2022) to achieve the aspirations of its inhabitants while taking into account the need to optimally allocate the scarce resources to high impact programs during the plan period.

The CECM revealed that the government has undertaken several targeted strategic interventions to achieve a resilient and sustainable economic recovery including:

I) Completion, equipping and operationalization of ongoing capital projects and in particular infrastructure projects with high impact on poverty reduction, equity and employment creation, these include: Hospital Complex with Mother and Baby Unit at KCRH, Nandi Cooperative Creameries (NCC) at Kabiyet, Nandi Textile and Apparel Unit (NATEX) in Mosoriot and Eliud Kipchoge Modern Athletics Training Camp in Kapsabet and Nandi Coffee Mill in Tinderet.

II) Equipping with requisite equipment the complete yet not operational projects relating majorly to health facilities, ECDE centres, water projects –distribution lines, power and water connections among others.

III) Settling of pending bills and bringing them to minimum possible levels.

IV) Consideration has further been given to interventions supporting Post-Covid 19 recovery as indicated in the socio-economic recovery and re-engineering strategy including disaster, emergency preparedness, Youth and Vulnerable empowerment programmes such as the Nandi County Youth service.

The proposed budget is was anchored under 8 broad pillars geared towards;

1. Improving Access to Health Care Services
2. Cushioning and Modernizing Agriculture
3. Improving conditions of Road network for increased investment and business
4. Investing in Sports, Youth and Vulnerable Groups
5. Promote Tourism, Culture, and Social welfare
6. Ensuring effective and efficient Public Service for Growth
7. Environmental Protection, Water and Natural Resources
8. Creating a Conducive Business Environment

On revenue enhancement and management, the county commits to maintain a strong revenue effort over the medium term to enhance revenue collection. To achieve this, several measures have been proposed in the Finance Bill, 2022 submitted together with Estimates for fiscal year 2022/23 for review and approval by the County Assemby.

Some of the proposals include; enhancing revenue collection, strict compliance measures, adoption of revenue enhancement best practices, use of IT systems for collection and enforcement, improvement of parking sites, enhancement of property rates collection, expansion of revenue bases, maintenance of the revenue collection and management.

The proposed budget estimates submitted to the house for consideration was received by the house deputy speaker and Chepkumia MCA Hon. Wilson Sang. CPA Lagat requested for the earliest possible approval of the budget which is necessary to achieve economic revitalization and fiscal consolidation. He further requested the assembly to deliberate on the budget and promptly give its approval. #TransformingNandi
