Nandi County took a significant step toward inclusive governance and participatory budgeting as residents and stakeholders gathered at the Eliud Kipchoge Sports Complex for a public participation exercise aimed at formulating the Nandi County Fiscal Strategy Paper (CFSP) 2025. The event, held at the Eliud Kipchoge Sports Complex, provided a platform for community members, civil society organizations, business leaders, and other stakeholders to contribute their ideas and priorities to the county’s planning and budgeting process for the upcoming fiscal year.
The CFSP is a critical document that outlines the county’s financial plans, revenue-raising strategies, and expenditure priorities for the fiscal year. It serves as a blueprint for resource allocation, ensuring that development projects and public services align with the needs and aspirations of the people. By involving residents and stakeholders in its formulation, Nandi County aims to foster transparency, accountability, and inclusivity in its governance processes.
The public participation exercise was officially opened by Hon Hillary Serem, the County Executive Committee Member for Finance, who emphasized the importance of community involvement in shaping the county’s development agenda. “This is your opportunity to tell us what matters most to you. Your input will guide us in making informed decisions that reflect the needs of our people,” stated Serem.
During the event, participants were divided into thematic groups to discuss key sectors such as health, education, agriculture, infrastructure, water, and youth empowerment. Each group was tasked with identifying priority areas and proposing actionable recommendations for inclusion in the CFSP 2025. The discussions were lively and productive, with residents highlighting challenges such as inadequate healthcare facilities, poor road networks, and limited access to clean water, while also proposing solutions to address these issues.
Stakeholders, including representatives from the private sector, civil society organizations and non-governmental organizations, also shared their perspectives on how the county could enhance revenue collection, promote economic growth, and improve service delivery. Their contributions underscored the importance of partnerships and innovation in achieving sustainable development.
The event also featured presentations by county officials, who provided an overview of the county’s financial performance in the previous fiscal year and outlined the key priorities for 2025. These presentations helped participants understand the context and constraints within which the county operates, enabling them to make more informed contributions.
One of the attendees, Mr Lang’at, a local farmer from Tinderet Sub County, expressed appreciation for the opportunity to participate in the process. “This is the first time I have been involved in such a meeting. I am happy that the county government is listening to us and giving us a chance to voice our concerns,” he said.
The public participation exercise concluded with a plenary session, where the recommendations from the thematic groups were consolidated and presented to the county leadership. The county officials pledged to incorporate the input into the final CFSP 2025 document, ensuring that it reflects the collective aspirations of Nandi County residents.
