  1. CHIEF OFFICER –VOCATIONAL TRAINING JOB GROUP ”S”

Terms of Service: Contract

Salary: as prescribed by SRC              

Duties and Responsibilities

  1. The administration of a County department
  2. Formulation and implementation of effective programs to attain vision 2030 and sector goals.
  3. Development and implementation of strategic plans and sector development plans
  4. Implementation of policies and regulations
  5. Providing strategic policy direction for effective service delivery
  6. Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  7. Performing any other duties as may be assigned from time to time.

Requirements for Appointment

  1. Be a Kenya citizen.
  2. Have a Bachelor’s degree from a university recognized in Kenya; possession of a Master’s degree in a relevant field will be an added advantage.
  3. Being a member of a professional body relevant to the position applied will be added an advantage
  4. Have vast knowledge and experience of not less than 10 years in the relevant field, five of which should be in a managerial position
  5. Be conversant with the Constitution of Kenya and all the devolution laws
  6. Demonstrate thorough understanding of county development (CIDP) objectives and vision 2030

2 .DIRECTOR ADMINISTRATION AND OPERATIONS /CEO- COUNTY HOSPITALS JOB GROUP “R” –  1 POST(THREE (3) YEAR CONTRACT) Duties and Responsibilities

  1. To provide visionary leadership and direction to the hospitals and to ensure that hospitals’ mandates and policies are implemented fully and effectively in line with the strategic plan.
  2. To formulate strategies and business plans, lead teams for high performance and innovation.
  3. To ensure prudent management of resources for the achievement of the Hospitals’ mandates and strategic objectives.
  4. To ensure that the Hospitals’ Strategic Plans are implemented timely, the Performance Contract objectives and targets are negotiated, achieved and reported in time and the Annual Operational Plans and budgets prepared and submitted in compliance with statutory requirements.
  5. To oversee and direct the development and implementation of the Hospitals’ strategic initiatives and capacity building in line with goals and aspirations of Kenya’s Vision 2030 and the Big Four agenda.
  6. To provide the needed transformational leadership of County Referral Hospitals to cope with citizens expectations in line with the spirit of devolution.
  7. To initiate, establish, strengthen and oversee inter-institutional collaborations and Strategic partnerships for the realization of the Hospitals’ mandate and strategic objectives.
  8. To ensure that Hospitals’ staff remains motivated to discharge their responsibilities effectively and efficiently, and in compliance with human resource management policies and practices.
  9. To establish and sustain effective relationships with the Health Management Team and other stakeholders.
  10. To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the Hospitals.
  11. To perform any other responsibilities as determined and deemed necessary by the Public Service Board.

Requirements for appointment

  1. Masters or Doctorate degree  in Business, Finance, Economics or other related field from a recognized University.
  2. At least 10 years relevant work experience, 5 of which must be at senior level in a large organization
  3. Proficiency in Computer packages
  4. Must be an advocate for high quality healthcare standards.
  5. Strategic Leadership and Health Systems Management [HSM], from a recognized training institution, will be an added advantage.
  6. A background in performance management and appraisal will be added advantage.

3. DIRECTOR PUBLIC HEALTH – JOB GROUP “R” – 1 POST(THREE (3) YEAR CONTRACT)

Duties and Responsibilities.

  1. Plan, direct and implement public health programmes including disaster, preparedness, management and response within the country.
  2. Assist the selection in the administrative of the public health Act (CAP.242), food and drugs chemical substances Act (Cap.254) and other relevant acts within the county.
  3. Coordinate and provide leadership to members of staff, and supervise the human resource and work, and oversee appraisal within the public health section within the county.
  4. Participate in planning, implementing and coordination of environmental and public health service at the county level.
  5. Provide technical advice on promotive and preventive health and ensure compliance to the national health regulation and rules.
  6. Manage data relating to public health in the section ad ensure compilation of records on reports in the section.

Requirements for appointment  

  1. Minimum BSc in environmental health science, public health or an any other related field.
  2. Masters a in environmental health food, safety and quality, food science and technology, community health, Occupational Health and Safety
  3. Health promotion and education in solid waste management
  4. Registration with the public health officer/technician council. Valid professional practice license, certificate in senior management course lasting not less than four weeks.
  5. Minimum of 3years’ experience as a Chief public health officer.
  6. Good technical competencies, leadership skills, communication skills, supervisory skills, organizational skills, interpersonal skills.

4 .DIRECTOR, MEDICAL SERVICES – JOB GROUP – “R’  – 1 POST(THREE (3) YEAR CONTRACT) Duties and Responsibilities.

  1. Provide leadership in formation and implementation of health policies in the department.
  2. Offer supervisory role medical superintendents, unit heads, and sub county medical officers of health (MOHs).
  3. Managers administrative responsibilities preparation and approval of work plans, departmental budgets etc.
  4. Provide leadership and guidance towards service delivery.
  5. Implements performance management system in the department.
  6. Implementation of monitoring and evaluation of health services provision in the county.
  7. Ensure health service and operations are in compliance with the law of regulatory bodies.
  8. Ensure compliance with financial regulations in the department of health.
  9. Coordination of national health programs in the county.
  10. Oversee health outreach activities, in the county.
  11. Ensure implementation of affirmative and gender /disability/mainstreaming kin the department of health.
  12. Provide leadership and implementation of corporate governance in the department of health.
  13. Enhances sustainability of health operations through partnership and collaboration with development partners and health/learning institutions.
  14. Establish and maintain a good working environment for the health providers and the community.
  15. Ensure inventory management in the department of health.
  16. Receive and make reports about the medical services within the county.

Requirements for Appointment

  1. BSc Medicine, dental, pharmacy and other related health degree – masters in medicine, pharmacy, dental, MPH.
  2. Senior management course lasting not less than 4 weeks health system strengthening course.
  3. 10 years I relevant field with at least 3 years in managerial positions.
  4. Communications and interpersonal skills, analytical skills, good administrative and managerial skills.

5 .DEPUTY DIRECTOR PLANNING, MONITORING AND EVALUATION– JOB GROUP ‘Q’- 1 POST(THREE (3) YEAR CONTRACT)

Duties and responsibilities

  1. To ensure effective and efficient provision of administrative support service in the department of health and sanitation.
  2. Develop structures for effective management and utilization of health resources to ensure that they are used for the planned purposes.
  3. Coordinates the development and implementation of health plans and programs.
  4. Coordinate the development and implementation of annual budgets.
  5. Ensure proper maintenance of buildings, Equipment and plants
  6. Ensure effective and effective management of health transport system.
  7. Oversee county health procurement functions and implementation of procurement plan.
  8. Coordinate implementation and supervision of projects.
  9. Coordinate and disseminate policy guidelines on infrastructure need.
  10. Supervise health facilities and programme in the county.

Requirement for Appointment

  1. Bachelor’s Degree in any of the following Social Science Anthropology, Sociology,Business Administration, Project Management, Public Administration Commerce, Economics, Statistics, Law, Health System Management or its equivalent rom a recognized institution.
  2. Masters in any of the above disciplines is a MUST.
  3. Be a member of a recognized professional body with KIM/KAPM/KAHA/HRM.
  4. Undertaken a Senoir management course lasting for not less than four (4) weeks.
  5. Served in a senior administration and management position for a minimum of three(3) years.
  6. Be conversant with WHO building blocks.
  7. Demonstrated outstanding professional Competence and administration ability in the management of health services in large health institution or coordinating health administration services.

6 . GENERAL SURGEON JOB GROUP ‘Q’ – 1 POST (PERMANENT AND PENSIONABLE)            

Duties and Responsibilities

This include: undertaking general diagnosis, care treatment, specialized clinical care, consulting and performing surgeries among others.      

Requirements for Appointment

  1. Served as an Assistant Director of Medical Services/Medical Specialist II for a minimum a period of three (3) years.
  2. Bachelor of medicine and bachelor of surgery (MB.Ch.B) Degree from an institution recognized by Medical Practitioners and Dentist Board.
  3. Master’s degree in general surgery.
  4. Certificate of registration by Medical Practitioners and Dentist Board.
  5. Valid practice license from Medical practitioners & Dentists Board.
  6. Certificate in strategic leadership development program lasting not less than six (6) weeks from a recognized institution.
  7. Certificate in computer skills from a recognized institution.
  8. Demonstrated professional competency and managerial capability as reflected in work performance and results.
  1. ORTHOPAEDIC SURGEON JOB GROUP“Q” – 1 POST (PERMANENT AND PENSIONABLE)

Duties and responsibilities

This include: undertaking general diagnosis, care treatment, specialized clinical care, consulting a performing surgeries among others.

Requirements for Appointment

For appointment to this grade an officer must have:-

  1. Served as an Assistant Director of Medical Services/Medical specialist II for a minimum period of three (3) years.
  2. Bachelor of medicine and bachelor of surgery (MB.Ch.B) degree from an Institution recognized by Medical Practitioners and Dentist Board.
  3. Masters in Orthopedic surgery.
  4. Certificate of registration by Medical practitioners and Dentist Board.
  5. Valid practice license from Medical Practitioners and Dentist Board.
  6. Certificate in strategic leadership development programme lasting not less than six (6) weeks from a recognized institution.
  7. Certificate in computer application skills from a recognized institution.
  8. Demonstrated professional competency and managerial capability as reflected in or performance and results.

8. SENIOR ADMINISTRATIVE OFFICER (COMMUNICATION) JOB GROUP ”N”-1 POST (THREE (3) YEARS CONTRACT)

  1. Coordinating, managing and supervising the general administration functions.
  2. Developing policies and plans
  3. Ensuring effective service delivery
  4. Coordinating developmental activities to empower the community
  5. Providing and maintaining infrastructure and facilities of public service
  6. Facilitating and coordinating citizen participation in the development of policies and delivery of services
  7. Exercising any functions and powers delegated by the County Public Service Board

Qualifications/Requirements

  1. Be a Kenyan citizen
  2. Be a holder of a first degree from a university recognized in Kenya with a working experience of not less than 2 years OR
  3. Be a holder of a Bachelors Degree information science ,social science or any other related field, with experience in administration and management or
  4. Have qualifications and knowledge in administration or management.

   9 .MEDICAL OFFICERS JOB GROUP “N” – 10  POSTS (PERMANENT AND PENSIONABLE )

Duties and Responsibilities

An officer at this level will work under guidance of a senior officer. Duties and responsibilities will entail: diagnosis, caring and treating diseases, performing medical and surgical procedures etc.

Requirements for Appointment

  1. Bachelor of medicine and bachelor of surgery (MB.Ch.B) degree from a recognized by medicalPractitioners and Dentist Board.
  2. Successfully completed one (1) year internship from a recognized institution.
  3. Registration license from the Medical Practitioners and Dentist Board .
  4. Certificate in computer application skills from a recognized institution.

 

  1. SENIOR REGISTERED CLINICAL OFFICER (ANAESTHETIST) JOB GROUP “L”- 6 POSTS(PERMANENT AND PENSIONABLE)

Duties and Responsibilities

  1. Reviewing and making appropriate referrals
  2. Offering specialized clinical services Ear,Nose, Throath/Audiology, orthopaedics and trauma .
  3. Monitoring student interns
  4. Examining, diagnosing and treating patients common ailments.
  5. Implementing community health care activities in liaison with other health workers.
  6. Guiding and counselling patients, clients and staff on health issues.
  7. Providing clinical outreach and school health services.
  8. Carrying out minor surgical procedures as per training and skill.

Duties and Responsibilities

  1. Taking history
  2. Examining, diagnosing and treating patients common ailments.
  3. Implementing community health care activities in liaison with other health workers.
  4. Guiding and counselling patients, clients and staff on health issues.
  5. Sensitizing patients and clients on preventive and promotive health.
  6. Responsible for day to day administration of anaesthesia
  7. Viewing pre-operative patient and post -operative management of surgical patient at the County referral and sub county referral hospitals
  8. Any other duty that is assigned by your supervisor.

  1. Diploma in clinical medicine and surgery or clinical medicine and community Health from a recognized institution.
  2. Certificate of registration from the Clinical Officers council.

  1. REGISTERED NURSE III JOB GROUP “H’ – 50 POSTS(PERMANENT AND PENSIONABLE)

An officer at this level will work under the guidance of a senior officer.

Duties and responsibilities include:

  1. Assessing, planning, implementing nursing interventions and evaluating patients outcomes.
  2. Providing appropriate health care service including integrated management of childhood illness (IMCI).
  3. Immunization,PMTCT, antenatal and initiating discharge plans maintaining records on patients, clients health condition and care.
  4. Ensuring a tidy and safe clinical environment and collecting / compiling data.

   Requirements for Appointment  

  1. Diploma in any of following disciplines ; Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Mental Health Kenya Registered Nursing / Midwifery.
  2. Registration Certificate issued by the Nursing Council of Kenya.
  3. Valid practicing license from Nursing Council of Kenya.
  4. Certificate in computer application skills from a recognized institution.

13.. PHARMACEUTICAL TECHNOLOGIST  III JOB GROUP   “H’  – 5 POSTS(PERMANENT AND PENSIONABLE)   Duties and Responsibilities

  1. Manufacturing and compounding medicine
  2. Receiving processing and recording prescriptions in a unit pharmacy
  3. Counselling patient on drug usage
  4. Ordering and recording drug consumptions
  5. Maintaining relevant records pertaining to drugs
  6. Any other duties assigned .

Requirements for appointment

  1. Successfully completed a three year pre service training in medical training college or any other training institutions recognised and approved by pharmaceutical and poisons board .

Duties and responsibilities at this level will include:

  • General cleaning services, messengerial duties and security services and any other duties as assigned by the supervisors.
